As the first-ever CBA held in Latin America\u2014and the largest to date\u2014this year\u2019s event brought together 390 participants, representing 79 nationalities working across 63 countries.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Interestingly, Recife sits in the Northeast Region of Brazil, which is also home to the Caatinga biome\u2014one of the most densely populated and biodiverse forests in the world, and the only biome found exclusively in Brazil. This region is no stranger to climate extremes. It lies within Brazil\u2019s semi-arid zone, an area that has expanded significantly since the 1960s and, for the first time, now includes territory classified as a desert climate.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">But the story of the Caatinga is one of resilience. Despite historical waves of migration from the 1930s to the 1970s, local communities have long demonstrated an extraordinary capacity to adapt\u2014not by fighting against drought, but by learning to effectively coexist with it. Their deep-rooted knowledge has given rise to innovative strategies and technologies that reflect an enduring harmony with their environment.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In this spirit, the <\/span><a href=\"https:\/\/www.iied.org\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">International Institute for Environment and Development<\/span><\/a><span data-contrast=\"auto\"> (IIED), the Pernambuco state government, and numerous partners, including Forest Trends as both a Contributing Partner and founding member of the <\/span><a href=\"https:\/\/baseinitiative.net\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">BASE Initiative<\/span><\/a><span data-contrast=\"auto\">, came together to co-host CBA19. <\/span><a href=\"https:\/\/www.linkedin.com\/in\/marcio-halla-70b15a5\/?utm_source=share&amp;utm_campaign=share_via&amp;utm_content=profile&amp;utm_medium=ios_app\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Marcio Halla<\/span><\/a><span data-contrast=\"auto\">, the Director of the Territorial Governance Facility for the <\/span><a href=\"https:\/\/www.forest-trends.org\/initiatives\/communities-and-territorial-governance-initiative\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Communities and<\/span><\/a><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-4657951 alignright\" src=\"https:\/\/www.forest-trends.org\/wp-content\/uploads\/2025\/06\/MarcioHalla_CBA19-300x181.png\" alt=\"\" width=\"371\" height=\"224\" srcset=\"https:\/\/www.forest-trends.org\/wp-content\/uploads\/2025\/06\/MarcioHalla_CBA19-300x181.png 300w, https:\/\/www.forest-trends.org\/wp-content\/uploads\/2025\/06\/MarcioHalla_CBA19-200x120.png 200w, https:\/\/www.forest-trends.org\/wp-content\/uploads\/2025\/06\/MarcioHalla_CBA19-412x249.png 412w, https:\/\/www.forest-trends.org\/wp-content\/uploads\/2025\/06\/MarcioHalla_CBA19.png 455w\" sizes=\"auto, (max-width: 371px) 100vw, 371px\" \/><\/p>\n<p><a href=\"https:\/\/www.forest-trends.org\/initiatives\/communities-and-territorial-governance-initiative\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">\u00a0Territorial Governance Initiative<\/span><\/a><span data-contrast=\"auto\"> (CTGI), represented Forest Trends, continuing a role he played at CBA18 in Arusha, Tanzania.\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">At CBA19, Marcio moderated the session <\/span><a href=\"https:\/\/www.youtube.com\/live\/sznJUz3PkzA?si=1MHaCFLzJ3sP3kns\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">\u201cIncorporating Local and T<\/span><\/a><a href=\"https:\/\/www.youtube.com\/live\/sznJUz3PkzA?si=1MHaCFLzJ3sP3kns\"><span data-contrast=\"none\">raditional Knowledge into Nature-Based Solutions\u201d<\/span><\/a><span data-contrast=\"auto\"> and served as a Theme Advisor for the \u201cNature and Adaptation\u201d track\u2014one of the conference\u2019s three core themes. He also contributed to the Programming Committee and co-authored the event\u2019s final statement, which distilled <\/span><a href=\"https:\/\/www.iied.org\/cba19-local-solutions-inspiring-global-action\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">eleven key messages<\/span><\/a><span data-contrast=\"auto\"> for the future of community-based adaptation:<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<ol>\n<li><span data-contrast=\"auto\">Communities should define success and shape learning.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Secure tenure rights.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Nature-based solutions should be recognized as \u201clocal culture-based solutions.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">\u201cBusiness unusual\u201d must become the new usual.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Responsive funding requires an appetite for risk and trust.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Redefine accountability to flow downward to communities.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Climate risk is socially constructed.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">There\u2019s no climate justice without gender justice.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Prioritize equity and inclusion in urban planning and policy.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Integrate diverse knowledge systems into climate action.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Intermediary organizations are key to advancing adaptation.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<\/ol>\n<p><span data-contrast=\"auto\">Echoing one of the conference\u2019s most resonant messages\u2014\u201cNature-based solutions should be recognized as \u2018local culture-based solutions\u2019\u201d\u2014Marcio emphasized the <\/span><a href=\"https:\/\/g1.globo.com\/pe\/pernambuco\/videos-ne2\/playlist\/videos-ne2-de-segunda-feira-12-de-maio-de-2025.ghtml\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">importance of local knowledge<\/span><\/a><span data-contrast=\"auto\">:<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<blockquote><p><span data-contrast=\"auto\">\u201cThe challenge of adapting to climate change is huge.
